AI incentives for small businesses in Italy: what's really available (and the lesson of Brunelleschi's barge)

Incentives for digitalization and AI in Italian SMEs in late 2026: hyper-depreciation, the Cloud and Cybersecurity voucher, funded training.

You're looking for a grant to bring artificial intelligence into your company and you find dozens of pages promising "free money for AI". Most are summaries of summaries, often out of date. Here you'll find only measures verified against official Italian sources, valid as of late October 2026, with links to check them, and a method for deciding whether an incentive is really worth it.

Brunelleschi's privilege and the barge in the Arno

Florence, the early 1420s. Filippo Brunelleschi is working on the dome of Santa Maria del Fiore and has a very practical problem: bringing huge quantities of marble into the city from the quarries, up the Arno. He designs a special vessel that Florentines would call the Badalone.

On June 19, 1421 the Florentine government grants him a privilege: exclusive rights, for three years, to exploit that type of boat, with the threat of burning any vessel that copied it. It's a famous document, often cited as one of the first patents for invention in history (analyzed, among others, in a study by Romano Nanni in the Archivio Storico Italiano). In short, the city was encouraging innovation: I'll protect you if you invent something useful to us.

And the barge? Here sources are less generous with details, but historians' accounts agree on one point: the venture didn't go as hoped, and in the late 1420s the Badalone sank in the Arno before reaching Florence. Brunelleschi, luckily, had other successes.

You may say: Professor, are you telling us incentives are useless? Quite the opposite. The privilege was a smart tool. But it couldn't make a boat that didn't work into a good one. Well, your company today is in the same position with grant schemes: an incentive lowers the cost of a project, but the right question is still another one. Does the project work? Does it solve a real problem? If so, the incentive is a fine tailwind. If not, it's an elegant way to sink at a discount.

Rule one: start from the project, not the call

Before looking at the measures, write half a page on:

  1. which process you want to improve;
  2. what it costs you today in time or money;
  3. which tool or service you need;
  4. how much it costs and how soon you expect to break even.

If you can't answer, start from our guide to AI for small businesses and the analysis of how much AI costs a small business. Then come back here.

1. Cloud and Cybersecurity voucher

This is the measure best suited to small firms wanting to adopt AI tools on subscription. According to the official MIMIT page:

  • who can apply: SMEs and self-employed workers across Italy, with an internet connection of at least 30 Mbps download;
  • what it covers: IaaS and PaaS services, SaaS software (accounting, HR, ERP, CRM, e-commerce) and business productivity suites with built-in AI features, plus cybersecurity solutions; setup and support services up to 30% of the plan; training is excluded;
  • how much: a non-repayable grant of 50% of eligible costs, up to 20,000 euros, under de minimis rules; minimum spending plan of 4,000 euros;
  • who to buy from: only suppliers on the Ministry's list;
  • when: pre-filling from 12:00 on October 20, 2026, submission from 12:00 on November 10, 2026 to 12:00 on January 20, 2027, through the Invitalia platform with SPID, CNS or CIE; applications are handled in order of arrival until the 150 million euros run out, with a share reserved for southern regions;
  • watch out: only costs incurred after submitting the application are eligible.

Dates, requirements and procedures are set by the directorial decree of August 4, 2026. Practical tip: with a first-come window, whoever has chosen a supplier and spending plan before November 10 starts ahead.

2. 2026 hyper-depreciation (New Transition 5.0 Plan)

Italy's 2026 budget law (Law 199/2025) introduced a new hyper-depreciation, implemented by the interministerial decree of May 7, 2026. According to the MIMIT page:

  • who: all companies resident in Italy, with no limits on legal form, sector or size;
  • what: new tangible and intangible capital goods listed in Annexes IV and V of Law 199/2025, interconnected with production management or the supply network, plus renewable self-generation plants;
  • how much: for tangible goods, a cost uplift of 180% up to 2.5 million euros of investment, 100% between 2.5 and 10 million, 50% between 10 and 20 million; it's an income tax benefit through higher depreciation, not a tax credit that can be offset;
  • when: investments from January 1, 2026 to September 30, 2028, with booking, confirmation and completion notices on the GSE platform;
  • requirements: a sworn technical report and an accounting certification.

For AI software, the point to check carefully is whether your specific software falls among the Annex V intangible goods and how subscription software is treated: interpretations in circulation are not uniform, so rely on the decree text and official FAQs, together with your accountant. The measure is designed mainly for productive investments, such as AI systems linked to machinery, quality control or logistics.

3. Funded training through inter-professional funds

Training people is often the best investment in an AI project, and it's excluded from the voucher. The main route is the joint inter-professional funds. Fondimpresa, for example, published Call 4/2026 on June 30, 2026, with 30 million euros and an area dedicated to "Artificial intelligence and virtual reality": training plans are submitted by qualified bodies from December 1 to 22, 2026, with priority for employees of member micro and small firms. The previous AI-specific call, 4/2025, closed early because of excess demand. How to set up the plan is explained in AI training for employees.

What about regional and chamber of commerce calls?

Regions and chambers of commerce periodically publish digitalization vouchers, often with small budgets and short windows. They change too often to list here without risking outdated information: check your Region's and Chamber's websites, and be wary of pages that don't link to the official call.

The most common mistakes with incentives

  • Signing the order before applying. In many measures, the voucher included, earlier costs aren't eligible.
  • Choosing the supplier because of the call. First the right solution, then check the supplier is eligible.
  • Forgetting uncovered costs. Internal time, training and process changes are on you.
  • Trusting summaries. Always read the official page and the decree: requirements and dates get updated.
  • Underestimating paperwork. Technical reports, reporting and checks take time: plan for it.

What to do Monday morning

  1. Write your half-page project using the four questions above.
  2. If the voucher interests you, check your connection speed, ask the supplier whether it's on the MIMIT list and prepare the spending plan before November 10.
  3. Ask your accountant and payroll adviser two precise things: whether your investment qualifies for hyper-depreciation, and which inter-professional fund you belong to.

Let's talk

At Penzai we don't sell grant applications: we help small businesses and business owners build AI projects that stand up even without an incentive, and use the incentive when there is one. See our services or book a free intro call: we'll start from your barge and make sure it floats.

Information is current as of October 31, 2026 and is for guidance only: before applying, always check the official sources and talk to your adviser.
